Nigeria, like most developing countries has placed undue emphasis on formal education while neglecting adult and non- formal education. Issues concerning adult literacy are often ignored under the guise of Universal Basic Education which has no provision for adult literacy. The 2007 ‘Education for All’ Global Monitoring Report indicates that Nigeria has a 63% illiteracy rate and that it is among the 12 countries in the world which harbour three quarters of the world’s illiterate population.
